Regulations respecting the Custody of Postage and Revenue Stamps, and Postal and Money Orders,

1. All Postage and Revenue Stamps, and Postal and Money Orders, except a supply sufficient for one month's issue, shall be kept in a Vault having two locks, of which one key will be kept by the Postmaster General, and one by the Registrar General.

2. A book shall be kept by the Audit Office recording each issue from the Vault.

3. Whenever Stamps, Postal Orders, &c. are wanted, a Requisition will be prepared by the Postmaster General and sent to the Registrar General, who will attend as soon as it can be conveniently arranged, and he will satisfy himself that only the quantities entered have been taken from the Vault, and will initial the Requisition as certifying accordingly.

4. The Requisition receipted by the Postmaster General or Collector of Stamp Revenue will then be forwarded to the Auditor General.

5. Postage and Revenue Stamps are to be obtained simultaneously and, except under unforeseen circumstances, the Postmaster General will arrange that one opening of the Vault each month shall serve all purposes.
